MECS Programme wishes to expand the use of planning tools and models to Sub-National and City planning levels to support the integration of eCooking loads into electrical infrastructure programmes. To achieve this, MECS is commissioning a research study to both collate the current knowledge around sub-national approaches to eCooking and to frame the questions to enhance sub-national planning to accelerate the eCooking transition.

MECS is seeking an experienced consultant to work with us to deliver this work, consisting of four activities and reports at each stage. In short, an inception phase literature review; an analysis of eCooking transition planning and implementation; Data collection framework and key collaborator mapping; and a scoping report distilling previous activities.

The total budget is a maximum of £40,000 (including any locally payable VAT, taxes, and charges). Payment is contingent on successful completion of all deliverables.

The research is expected to commence no later than 1st September 2025. All deliverables must be completed and delivered no later than 15th January 2026. The consultant/organisation should demonstrate in their response to these ToRs how the work can be completed within the time available.

The University will accept the quotation which is the best value for money i.e. a balance between cost and quality. Shortlisted organisations may be invited to an interview (online) to finalise selection.

Responses should be a maximum of 12 pages (plus up to 3 CVs, 2 pages each). Responses over this length will not be assessed.
