People with disabilities constitute one of the most marginalized and disadvantaged groups in the world. According to the United Nations Global Sustainable Development Report (2019), they are particularly affected by globally increasing inequalities. According to the report, an estimated 80 percent of people with disabilities worldwide live in poverty. The report comes to the sobering conclusion, 13 years after the entry into force of the Convention on the Rights of Persons with Disabilities, that progress in its implementation has been too slow.
Crises and conflicts exacerbate the situation of people with disabilities. The effects of the Corona pandemic hit them harder than people without disabilities. The same applies to the consequences of the climate and food crisis, which are becoming increasingly evident. As a result of the rise in food and energy prices, the living conditions of millions of people, especially of those who are structurally discriminated against, are deteriorating dramatically worldwide.
At the Global Disability Summit 2022, an impressive number of political commitments were made by the participating countries. These are not binding in nature. In view of the insufficient progress in realizing their rights and the current global challenges, the next Global Disability Summit in 2025 in Berlin – as well as efforts by states until then – should make a significant contribution to implementing the rights of persons with disabilities in a binding manner.
