Abstract
Article 6 of the Paris Climate Agreement—which enables countries to trade credits for emissions and is an important part of an efficient transition—also holds the potential to deliver significant financial flows to the Global South. Mindful of the many, essential, efforts underway to ensure environmental integrity of Article 6, this paper provides an overview and synthesis of carbon markets under Article 6, and specifically explores a broader question: To what extent could Article 6 contribute to sustainable development in developing countries, specifically for improved energy access and energy transition? The paper also addresses policy issues and options faced by host and buyer
countries to make the most of this potential.
