General Position Summary
The Program Manager oversees the planning, implementation, monitoring and reporting on energy access projects for which s/he is responsible and leads the project team to ensure delivery on targets and results. S/he is also responsible for budget management. The Program Manager must have appreciable knowledge of renewable energy systems (off-grid generation and distribution, stand-alone systems), experience managing similar projects, as well as productive project teams coordination.
Essential Job Responsibilities
- Budgeting, staffing and resource planning for Energy Access, Renewable Energy Interventions, and Productive Use of Energy projects. In consultation with the senior management ensure adequate staffing for the project.
- Develop the project implementation approach with clear activities and workplans, and work closely with the MEL team to develop the Monitoring & Evaluation, and Data Analysis plans for the respective renewable energy projects. Providing guidance to field teams on prioritization and execution of field activities.
- Develop tools necessary for effective project implementation, e.g survey questionnaires, field activities progress/performance monitoring tools, and reporting templates as per Mercy Corps - Energy 4 Impact policies
- Managing relations with project partners, stakeholders, client companies in the implementation of renewable energy projects.
- Ensuring project implementation processes compliance with Mercy Corps - Energy 4 Impact policies - including financial management.
- Coordinate and technically monitor the implementation of all project activities according to the objectives, indicators, work plan and approved budget and timelines.
- Ensure regular and proper project documentation - progress reporting, status reporting - according to donor and Energy 4 Impact standards, rules & regulations.
- Assist in coordinating implementation of advisory work with energy access project developers (e.g. solar, hydro or other mini-grids, solar home systems) as well as productive use developers and provide them technical and business advisory support.
- Lead the project team and ensure with the project support team the sound financial management (review, compliance of budget)
- Provide technical and managerial support to all team members in fulfillment of their duties according to project objectives and ensure compliance with Energy 4 Impact policies and procedures.
- Represent Mercy Corps - Energy 4 Impact in energy seminars, workshops and other sector events.
- Supporting the business development team as necessary, contributing to concept note/proposal development, producing presentations for various donors.
Knowledge and Experience
- Bachelor’s degree in Electrical Engineering, Renewable Energy, Environmental science, Engineering Management, Technical, Business or related field.
- At least 5-7 years’ work experience implementing donor funded projects.
- Experience working with small businesses and/or energy SMEs and/or an understanding of renewable energy technologies and business models is highly advantageous.
- Experience managing multiple projects in the context of a developing country and using tools such as MS Project for planning.
- Technical skills encompassing renewable energy, business strategy, distributed renewable energy solutions.
- Strong financial management skills with proven experience managing large budgets.
- Strong skills in developing accurate and timely reports to donors.
- High level of interpersonal skills and comfortable collaborating with senior level colleagues, SMEs, public agencies and other stakeholders.
- Superior communication skills, both verbal, written, and good oral presentation skills.
- Able to travel extensively in the field.
