The Ministry of Energy and Power Development includes a Petroleum Department, which supervises the downstream sector of liquid fuels. The downstream sector is partially privatized and liberalized in Zimbabwe. The state owned „National Oil Company of Zimbabwe“ (NOCZIM) has a quasi-monopolistic position (→A2).
The ministries website gives only general information about the sector. There were plans in 2010 to separate NOCZIM into two companies. The NOCZIM website appears to be offline.
Since 2008, fuel prices are given in US$, as the local currency (Zimbabwe Dollar) faces immense inflations.
The National Procurement Committee (NPC) is responsible for fuel imports and publishes recommended pump prices (→A3). However, an internet website of NPC could not be found.
According to several internet articles, Zimbabwe faced fuel shortages in early 2011, due to fiscal problems with NOCZIM.

An internet article (→Annex A2) states, that, as of July 2009, the following taxes and duties are imposed on fuels:
- Excise Tax/VAT (60%)
- Zinara road levies
- Noczim debt redemption levy
- Carbon tax
- NOCZIM strategic reserves tax
