The Ministry of Energy and Mineral Development is supervisor for the whole petroleum sector, including the downstream sector which is privatized and liberal in Uganda. Fuel prices are deregulated. The main licensed oil companies are Shell, Total, CALTEX and EMPEX, which had a 73% share of the downstream market in 2008. The government tries to motivate more companies to enter this market to improve competitiveness and lower prices.

The Ministry publishs annual reports covering fuel issues in the chapter "Petroleum Supply and Distribution (Downstream)" (http://www.energyandminerals.go.ug/uploads/reports/JSR_REPORT.pdf). Information about the price composition (taxation/subsidies/import prices) are missing.

Uganda is very dependent on fuels imported via Kenya. Uganda is often facing fuel shortages due to supply logistics problems, leading to very high fuel prices and black markets (→Annex A1).

According to the annual report for 2012 of the Ministry of Energy and Mineral Development import duties of 820 and 530 shillings per liter for petrol and diesel respectivel apply (http://www.energyandminerals.go.ug/uploads/reports/JSR_REPORT.pdf).
