Abstract This Terms of Reference (ToR) is for a feasibility study of a solar photovoltaic (PV) project in South Africa. The study shall evaluate the feasibility of installing 3MW of rooftop solar photovoltaics on provincial buildings, including schools, hospitals, and government facilities.
