The downstream fuel sector in New Zealand is open and prices are set liberally.
The Ministry of Economic Development (http://www.med.govt.nz/) monitors fuel prices very accurately and gives very comprehensive information regarding fuel taxation, fuel price composition and an analysis of how close domestic prices follow international prices. There is also plenty of historical information (from 2004) on retail prices, crude oil prices (Dubai spot market used as benchmark), margins and taxes for several fuel types available on the ministries website.
The AA gives also comprehensive and easy-to-understand information on fuel pricing (http://www.aa.co.nz).

Fuel Price Composition
Price composition for one litre of Gasoline 91 Octane as of 2011/05/09.
For an assumed pump price of NZ$ 2.16
- (*ETS = Emissions Trading Scheme Levy)
- Operating Costs include import, storage, local transport, gas station costs ...
- There is no excise tax on diesel. Diesel users pay Road User Charges instead.
