Program Manager –Solar Electrification of Public Institutions

The Program Manager will oversee implementation of the Public Institutions Program under the EASP project to ensure that the Project objectives and targets are met within the restraints of time, quality, and budget, and in accordance with the Project’s Operations Manual.
Scope of Services
The Program Manager will be dedicated to the implementation of the Public Institutions Program under the EASP.
- Project implementation activities.
He/she will provide professional management services during the implementation of the Public Institutions Program by:
- Ensuring that the program is implemented in accordance with the Project’s Operations Manual (POM).
- Establishing business relationships with international and local solar electricity service providers/contractors to participate in the Uganda Tender to supply solar electricity to
public institutions under a long-term contract.
- Engaging solar electricity service providers/contractors showing interest in the tender on the availability of grant financing to support procurement of the solar equipment.
- Liaise with the Ministry of Health (MOH), Ministry of Energy and Mineral Development (MEMD), Ministry of Education and Sports (MoES), and Ministry of Water and Environment
(MoWE) during the procurement of the solar service providers to ensure that the Grant Agreement is part of the bidding document.
- To ensure timely signing of the grant agreements with the solar service providers selected by MoH, MoWE and MoES.
- In liaison with the MEMD, manage the Grant application and approval process by the Ministries of Health, MoES, MoWE, and prepare Grant disbursement reports.
- To manage the entire Grant cycle and participate in key stakeholder engagements.�
- Monitoring and evaluation of the Grant program for solar electrification of public institutions by:
- Availing data required for monitoring and evaluation of the program activities as provided under the Grant Agreements.
- Undertaking joint periodic (at least semi-annually) supervision and monitoring visits with supervision consultants.
- Reviewing quarterly performance reports by the supervision consultants with a view to prepare internal quarterly reports
- Preparing periodic reports covering all the key aspects of the program.
- Carry out any other duties as assigned by the EASP Project Manager, provided that these duties contribute to achieving the development objectives of the EASP project.
Minimum Qualifications and Experience Requirements
- Honours degree in a Business or Science related field from a recognised University.
- Master’s degree in business management, project management, international development, economics, finance, renewable energy, or related field from a recognized university.
- At least five (5) years relevant work experience in coordinating and/or managing project/program activities with reputable banks, or financial services organisations
- Demonstrable experience in the energy sector and/or experience working with Government or non-Governmental Organizations (NGOs) on energy projects financed by Development
Financial Institutions such as the World Bank, AfDB, AFD, KfW, etc.
- Demonstrable experience with renewable energy project development and electrification of public institutions will be an added advantage
- Demonstrable skills in business development or relationship management
- A high level of interpersonal and management skills and ability to work with teams in the organisation at all levels
- Must be self-driven with ability to work under pressure with minimal supervision and deliver amidst tight deadlines
- Proficiency in Microsoft Office Applications
- Excellent communication skills with proficiency in written and spoken English
