FUNAE is seeking to onboard an energy access specialist to strengthen the capacity of FUNAE’s Project Implementation Unit (PIU) on issues related to private sector participation and delivery models of the off-grid sector, as well as financial sector and financing instruments for off-grid energy access expansion, such as grant facilities and results-based financing mechanisms, among others. The consulting services (“the Services”) include, among others: provide technical support to FUNAE PIU on implementation of Off-grid Solar Finance Facility with key technical inputs; Assist in selection and supervise Facility Manager and Verification Agent; and Support program management in any other required activities in the implementation of this ToR.
For this consultancy, FUNAE intends to hire an Individual Consultant (“Consultant”) with relevant experience in the field of the assignment. To be considered qualified to perform the tasks, the consultant must be able to demonstrate appropriate academic qualifications, experience and ability to perform all tasks specified in the terms of reference. The candidate must have at least a Master's degree in energy, business, economics, engineering, finance, social and political sciences, law or any other closely related field and: (i) minimum three years of relevant experience with demonstrated ability by involvement in off-grid energy sector in Sub-Saharan Africa; (ii) Experience and skills in the energy sector and markets; (iii) Experience with the off-grid private sector and funding mechanism; (iv) Demonstrated ability to self-navigate in complex bureaucratic environments, establish strong partnerships with different stakeholders and ability to work in a multicultural environment with virtual teams located in different countries.

FUNAE - Fundo de Energia now invites eligible Individuals ("Consultants") to express their interest in providing the aforementioned Services. Interested Consultants must provide information demonstrating that they have the necessary qualifications and relevant experience to provide the Services (CV, description of similar services, and experience in similar conditions. Supporting documents, including at least 3 letters of recommendation must be included in the submission).
The attention of interested Consultant is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the World Bank’s Procurement Regulations for IPF Borrowers, dated November 2020.
