The state-run CPC Corporation is the major refining and retailing company in Taiwan. Prices are set by CPC in consultation with the Taiwan government through the Bureau of Energy (subdivision of the Ministry of Economic Affairs (http://www.moeaboe.gov.tw). On the CPC website (http://www.cpc.com.tw/), fuel prices are published (only in chinese language).
The ministry publishes the „Petroleum Administration Act“ (→App. A2), which is a legal framework for both upstream and downstream activities. It says, that in times of „emergency periods“, the government has always the power to completely regulate the fuel market. The Ministry also pbuilishes quarterly energy statistics, including fuel prices. Detailed information on fuel price composition could not yet be found on the internet. From the price level it can be assumed, that there are (almost) no taxes on fuels in Taiwan.
An internet article states (→App. A1), that, according to CPC, there is some mechanism to flatten out volatile world market prices, i.e., in times of high import prices CPC makes losses and vice versa. As of early 2011, it is stated, that the selling price was below the costs for a longer period. Thus, in fact fuels were being subsidized at that time.
