El indicador 4 de la línea de acción 3 del Programa de Energías Renovables de la GIZ, cuanta con los siguientes objetivos:
Objetivo General
- Desarrollar las bases para un programa de auditorías energéticas para edificios públicos.
Objetivos Específicos
- Desarrollar instrumentos y herramientas para el futuro programa de eficiencia energética (EE).
- Realizar auditorías energéticas en edificios públicos.
- Diseñar las bases y condiciones para que el VMEEA pueda establecer el futuro programa.
Para alcanzar dichos objetivos se elaboró el siguiente plan de trabajo descrito brevemente:
- Desarrollo de herramientas.
En el transcurso del trabajo será necesario diseñar y/o elaborar herramientas e instrumentos que sustenten el futuro programa de auditorías energéticas. Entre otros, podemos mencionar los siguientes instrumentos:
- Un manual de procesos que define todos los componentes y las responsabilidades relacionadas a la ejecución de un programa de auditorías energéticas que permita desarrollar un conocimiento institucional y poner el VMEEA u otra institución designada por él, en la posición de ejecutar el programa de forma autónoma.
- Metodología para el desarrollo de las auditorías energética, establezca de manera clara todos sus componentes, tiempos, responsabilidades de las instituciones en las que se efectúe la auditoría
