The Ministry of Finance apparently sets fuel prices in Samoa on a monthly basis. On the ministries homepage (http://www.mof.gov.ws), current and historical fuel prices are published.
According to http://www.worldnz.co.nz/, Petroleum Products Supplies Limited (PPS) is the only distributing oil company in Samoa. PPS’ website appears to be offline as of May 2011 (http://www.ppssamoa.com/).
