Although BSP is pursuing an annual (revised) target of 22,500 plants, the average plant construction has been only around 16,000. Going by the present trend, it is quite clear that even the revised target may not be achieved by June 2009 and that the pace of market expansion of biogas plants has been very slow. The programme needs a strong and multipronged impetus to effect a rapid and substantial development in this sector. One major focus of such an impetus should no doubt be the strengthening of the capacities of the existing companies to deliver better and more. In this context, it is necessary to assess the capacities of the biogas companies and the workshops.

The overall objective of the study is assessing the capacity of private sector biogas companies and appliance manufacturing workshops to provide valuable inputs to design and support intervention efforts by BSP-Nepal in the Phase V of BSP. More specifically the report (a) assesses and establishes the current level of capacity of biogas companies and appliance manufacturing workshops (b) assesses and identifies capacity building needs of the biogas companies and the workshops so as to design necessary capacity building interventions in BSP V (c) Assesses and identifies other factors that constrain capacity in the supply side of the biogas market with a focus on mason retention and amount of companies versus plant number and growth (d) Recommends necessary but practical interventions and other actions to address the problems and constraints.
