No final de 2023, entrou em funcionamento a primeira mini-rede privada em Moçambique, com uma tarifa inicial de 64MZN/kWh que foi posteriormente reduzida para 35MZN para consumidores residenciais e comerciais. Depois de o projeto ter sido apoiado pelo programa BRILHO através de um mecanismo RBF, conseguiu baixar a tarifa residencial para 16MZN/kWh. O Decreto n.º 80/2022 aprovou o Regulamento sobre o Sistema Tarifário para o Fornecimento de Energia Através da Rede Eléctrica Nacional, que define a metodologia para o cálculo da receita anual requerida e fixa as directrizes e os procedimentos a serem obedecidos no processo de fixação das tarifas cobradas ao consumidor final.
