Promotion of energy efficient lighting in the EU is (among others) guided by the regulations and directives from the European Commission.

'''Directives are a guideline '''for member states, indicating that implementation is optional to a certain degree (as defined by the respective directive). Implementation of a directive shall start immediately but usually provides a certain time period until which the directive shall be implemented.

In comparison to directives, '''regulations '''by the EU '''are mandatory '''and indicate a legislative act. They have to be implemented with immediate effect and member countries become liable if they do not follow the regulation. The latter is however also partly true for directives as those cannot be simply ignored but need consideration in the member states' legislation. The EU will monitor implementation of both, directives and regulations. 

Both - directives and regulations - can provide the framework for the design, use and end-of-life treatment of energy saving lamps. They set for instance energy efficient requirements for lamps, product information requirements and/or define further market requirements.
